Level funding is a middle path between fully insured and self-funded. Your business pays a fixed monthly amount that looks and feels like a premium, but underneath it is a self-funded plan wrapped in stop-loss insurance. If claims come in below what was funded, you can receive a surplus refund at the end of the plan year.
How It Works
Your fixed monthly payment is split three ways: a claims fund, an administrative fee, and a stop-loss premium. Claims get paid out of the claims fund. Stop-loss caps your exposure so a catastrophic claim does not blow up the arrangement. At the end of the year, if the claims fund was not exhausted, a share of what is left comes back to you.
Where It Wins
- You keep the upside. A healthy year produces a refund instead of carrier margin. This is the single biggest reason Oklahoma employers move.
- Fixed monthly cost. Your budget looks the same as fully insured. The variability lives inside the arrangement, not on your cash flow.

- More moving parts. Stop-loss contracts have specific and aggregate attachment points that need to be read carefully. This is where an agent earns their keep.
Individual employees still cannot be denied or rated up for health conditions. Underwriting applies to the group as a whole, not to any one person eligibility.
