First Health Network
Every Health Access plan gives you access to the First Health Network: about 5,300 hospitals, 100,000 ancillary facilities and 695,000 doctors and other providers nationwide, with discounts on covered services. There is no penalty for seeing a doctor outside the network, because the plan pays the same set amount either way.

Is Allstate Health Access health insurance?
No. Health Access is a fixed indemnity plan, not major medical health insurance. It pays set dollar amounts for covered services regardless of your actual bill, and it is not ACA minimum essential coverage. You pay anything above the benefit amount.
Should I choose Health Access or short-term medical in Oklahoma?
It depends on what worries you most. Short-term medical pays a share of your bills after a deductible and caps what you pay on a very large claim, for terms of up to 36 months in Oklahoma. Health Access pays set cash amounts from the first dollar for doctor visits, tests, surgery and hospital stays, has no end date, and guarantees your rate for three years. People who want predictable everyday benefits usually prefer Health Access; people mainly worried about a single catastrophic bill often prefer short-term. We can quote both.
When can my coverage start?
You can apply at any time of year, and coverage can start as soon as the next day. There is no waiting period for injury or sickness benefits. Preventive care benefits begin after 90 days.
Does it cover pre-existing conditions?
Not at first. Health Access does not cover treatment for pre-existing conditions during the first 12 months of coverage. The underwritten plans also ask health questions, and your answers decide whether you qualify. The Guaranteed Issue plan has no health questions.
What network do these plans use?
Health Access plans use the First Health Network for discounts. You can see any provider with no network penalty, because the plan pays the same set amount no matter where you go.
Is there a membership fee?
Yes. In Oklahoma, Health Access is offered through a LIFE Association membership, which also includes telemedicine, identity protection and other member benefits. In our sample quote the membership added $15.00 a month, plus a one-time $35 enrollment fee when you sign up.
What do the bundles add?
Each bundle adds Allstate TrioMED, which combines accident, critical illness and accidental death coverage with telemedicine. It pays a separate cash benefit after a covered accident or diagnosis, on top of what Health Access pays.
How does the Guaranteed Issue plan work?
Access Guaranteed Issue has no health questions, so you can't be turned down for your health history. Like the other Health Access plans, it pays set cash amounts with no deductible: $500 when you're admitted to the hospital (once a year); $1,000 a day for a hospital stay due to sickness, rising to $1,250 in year 2 and $1,500 in year 3, for up to 90 days; $2,000 a day for an injury stay, rising to $3,000 by year 3; $2,000 a day in intensive care for sickness or $4,000 for injury, for up to 60 days; $5,000 for a major surgery and $1,000 for a minor one; $75 for an office visit (twice a year); $200 for an X-ray and $75 for a lab test (once a year each); and $500 for a ground ambulance or $1,000 for air. For a 40-year-old in Oklahoma City it costs $132.06 a month, or $147.06 with the required $15 LIFE Association membership.
What are the limitations of the Guaranteed Issue plan?
Its benefits are lower and more limited than the underwritten plans. It pays for only two office visits a year and one X-ray and one lab test. It has no benefit for emergency room visits, urgent care, preventive care, outpatient surgery facilities or chemotherapy, and hospital stays are paid for up to 90 days. Although there are no health questions, conditions you already have are not covered for the first 12 months. Like all Health Access plans, it does not cover mental health or substance abuse treatment, pregnancy (except complications) or outpatient prescriptions, and it is not major medical coverage, so large bills can still leave you with a balance.
Who is the best fit for the Guaranteed Issue plan?
It works best for someone who would be declined for the underwritten plans or for short-term medical because of their health history, but who wants cash protection against a new illness, injury or hospital stay. It also suits people who want an extra layer of cash on top of other coverage, since it pays no matter what other insurance pays. It is usually not the right choice if you need ongoing treatment for a condition you already have in the next 12 months, need regular prescriptions or mental health care, or are pregnant. In those cases, an ACA plan during open enrollment or a special enrollment period is often the better route, and we can check whether you qualify.
Should I choose Guaranteed Issue or an underwritten plan like Core?
If you can answer the health questions, an underwritten plan usually gives you far more for the money. Core pays $3,000 a day for a hospital stay due to sickness compared with $1,000 on Guaranteed Issue, covers seven office visits a year instead of two, and adds emergency room, urgent care, preventive care and more lab and X-ray benefits. Metal Gap costs only a few dollars more than Guaranteed Issue for this sample profile and pays $6,000 when you're admitted. Guaranteed Issue is the fallback when health questions would keep you from qualifying.
Is there a lower-cost plan that just covers hospital stays?
Yes. Allstate's Hospital Expense Protection Plus plans start at $10.24 a month for this sample profile, plus a smaller LIFE Association membership fee. The base plans (A, B and C) pay $1,500 to $5,000 when you're admitted plus $150 a day, and the max plans (D, E and F) also pay $75 for office visits and $50 for lab tests and X-rays. They have no waiting periods, let you use any hospital, pay in addition to other coverage and are guaranteed renewable to age 65. Conditions you already have are not covered for the first 12 months. They pay much smaller amounts than Health Access, so they work best as extra hospital cash.
